    Noltee has lived and worked in Dordrecht for a large part of his life. He was also known as "the Dordtse Breitner" because of his similar style and often urban scenes.

    Nato a L'Aia, Cor Noltee ha viaggiato molto, vivendo e lavorando a Parigi, Rotterdam e Bruges prima di stabilirsi a Dordrecht nel 1937. Preferiva i paesaggi impressionistici e le viste sulla città e sul fiume, lavorando in modo robusto e sicuro che gli è valso il soprannome di "il Breitner di Dordrecht'. Noltee ha studiato all'Accademia d'arte dell'Aia, dove tra i suoi insegnanti c'era Willem de Zwart.
